  • Neal and Rep. Gerlach (R-PA) renew push to make permanent the New Markets tax credit, the purpose of which is to spur private investment in low-income rural communities and urban neighborhoods where access to capital is often extremely limited (Unfortunately, some of the credits others are pushing to make permanent include loopholes that reward offshore tax havens).
